Duties:

Implement permits and programs for construction activities, industrial facilities and municipal permittees that protect and restore water quality, beneficial uses, and watershed health. Provide technical assistance to landowners, contractors, developers, facility owners and operators, municipal planners, municipal inspectors, and municipal permitting staff, related to construction sites and industrial facilities.

Provide guidance and regulatory oversight to regulated facilities. Review submittals, including technical reports and database entries, to determine compliance with schedules, requirements, prohibitions, standards, and limitations. Review and analyze technical data. Prepare appropriate written and oral comments and directives that are clear and concise on permit requirements and other reports.

Conduct site inspections, including sample collection and preparation of inspection reports. Review and evaluate operation and maintenance of permitted facilities, monitoring reports, selected sampling points, and laboratory techniques to evaluate program performance and actual or potential effects on receiving waters and risk to human health and ecological receptors.

Identify discharger non-compliance and prepare and implement enforcement actions. Interpret and apply pertinent laws, regulations, policies, and guidelines.

Work collaboratively in groups internally and with external stakeholders to develop technical, regulatory, and procedural recommendations for projects and issues related to expertise and assignments, including water quality monitoring, pollutant control, green stormwater infrastructure planning and design, and stormwater control implementation. Coordinate with stakeholders on permits and work consistent with the State Water Board’s racial equity resolution, the Water Board’s Strategic Workplan, and related actions.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Knowledge of or professional work experience in the areas of stormwater management and environmental hydrology.
  2. Knowledge of accepted standards of scientific principles, especially those pertaining to stormwater management.
  3. Knowledge of water quality policies and regulations.
  4. Experience with the review of environmental documentation pursuant to water quality laws and regulations.
  5. Knowledge of and experience with the preparation, review, and implementation of environmental permit terms and conditions, monitoring programs, and compliance plans.
  6. Project management experience involving meeting facilitation, stakeholder outreach and coordination, and environmental negotiation.
  7. Experience using Microsoft Office products, including Word, Excel, and Access or comparable database software.
  8. Ability to work independently and in cooperation with scientists, geologists, and engineers, to promote partnerships with internal and external customers, to follow through on commitments, and to solicit and consider internal and external customer input when completing work assignments.
  9. Knowledge of and experience with inspections and enforcement.
  10. Excellent written and oral communication skills.
